I used a silicone sealant to form the water. Spread a little on a sheet of waxed paper in the shape needed and let it setup. Then remove it from the paper and glue in place. I applied a small amount of clear epoxy to the silicone to firm it up and give it the wet look after it was in place.

I am using Elmer's glue (regular white glue) to affix the ground cover. I paint on a coat of glue, spread the dirt and then add thinned water, detergent and white glue mix over the top. I can't believe it........I have barely started with the ground work and already the weeds are popping up everywhere!
