My ageing ATI Graphics card has AV input in the form of a S-Video socket, I use a SCART => PHONO adaptor in the back of a VCR and then a PHONO => S-Video lead to connect to the Graphics card in the PC. The ATI Card came with video grabbing software and it is perfectly possible to take a VHS tape and convert it into a DVD.
Alternatively, a VCR/DVD±R Combo would do the job, then the DVD can be ripped/uploaded onto the PC (assuming that the PC has a DVD drive.... )
