Good question which loco are you talking about, I cant remember that far back
Possibly, the kit could be made variable length - after all, the smokebox and cab was identical (ish) on all the later locos, with just the length of boiler and number of wheels varying... Make it "Muriel" size, then cut down the length for smaller locos, then plonk the dome half way between smokebox and spectacle plate.

Then again, in Gn15 final 'scale size' depends on what scale you are modelling in ... small in 1:22.5 may be OK in 1:24 .
