It was - I have a copy in front of me now. The builder (the late Tommy Thompson) clearly knew what he was about, able to design an ASME coded (locomotive) boiler, which was built by the Seattle Boiler Works. As regards the cylinders, the only changes he actually made were to add drains (compresssed air doesn't condense!), and "drifting valves" (are these snifters?). [EDIT = yes]
